CKN Presentation - Understanding China's Export Controls
We are pleased to invite you to the presentation of the new China Knowledge Network (CKN) report on China’s export controls. Moving beyond headline discussions on Chinese regulations of rare earths and high-tech exports, this report offers an in-depth analysis of China’s legal framework, institutional structures, evolving rationale, and historical development in this domain.
During the event, our researchers will present the key findings, followed by a discussion and an interactive Q&A session. This is an opportunity to gain fresh, policy-relevant insights firsthand, engage with leading experts in the field, and connect with peers from across research, policy, and industry. The event will conclude with an informal borrel for further conversation and networking.
The project is led by Guangyu Qiao-Franco (Radboud University) and Rogier Creemers (Leiden University), and features contributions from leading experts including Haotian Qi (Peking University), Dechun Zhang (University of Copenhagen), Ruoxin Su (Vrije Universiteit Brussel), Ewan Smith (University College London), Cong-rui Qiao (Law4Sustainability), Douglas Fuller (Copenhagen Business School), Qiaochu Zhang (European University Institute), Chenghao Sun (Tsinghua University), and Chong Wang (Sichuan University).

About the speakers
- Dr Guangyu Qiao-Franco is Assistant Professor of International Relations at Radboud University. Her research focuses on China, AI in warfare, the strategic use of export controls, and techno-nationalist statecraft.
- Dr Rogier Creemers is Assistant Professor of Modern Chinese Studies at Leiden University. He leads projects on China’s digitalisation and the global impact of Chinese digital policy, with a focus on cybersecurity, smart state development, and digital governance.
- Dr Ewan Smith is Associate Professor of Public Law at University College London and Associate of the Oxford University China Centre. His work specialises in comparative public law, particularly foreign relations and national security.
- Dr Chenghao Sun is Associate Professor and Head of the U.S.–Europe Program at the Center for International Security and Strategy (CISS), Tsinghua University. His research covers U.S.–China relations, transatlantic diplomacy, AI governance, and international security.
Discussant: Dr Biao Zhang is Associate Professor in International Politics and Head of Department at the China University of Political Science and Law. His research focuses on China–Europe relations, with particular attention to economic security.

- Dr Haotian Qi, Associate Professor at Peking University, Senior Research Fellow of the Institute of International and Strategic Studies (IISS), and Secretary-General of the Institute for Global Cooperation and Understanding (iGCU), specialising in technology politics, conflict management, and international security.
- Dr Ewan Smith, Associate Professor of Public Law at University College London and Associate of Oxford University China Centre, specialising in comparative public law, with a focus on foreign rela-tions and national security.
